If it's new and your friend didn't open it up(take it apart to access the float bowels), then screw in the two fuel/air mixture screws in until they stop. DO NOT TIGHTEN THEM!!!. The are a seat/stem assembly and tightening them will ruin them quickly, just turn them in until they stop.
Since you neglected to mention what engine the carb is mounted on, all I can give you are rough guidelines on setting up the carb.
After they fuel/air mix screws are turned in, back them both out an equal amount, the screw slots may, or may not be aligned the same. The important part is that they be set out the same, 2 1/2 turns should do to get it running and from there you can fine-tune it for optimal performance or fuel economy, whichever you prefer. You can do a spark plug check as you proceed with the fine-tuning to ensure you're not running too rich or too lean.HOW do you tune in a model 1406 Edelbrock my friend adjusted it wrong.?
Turn in the idle mixture screws to they bottom out . Turn them out 2 turns. Then turn them out while listening to the idle. the idle will increase to a certain point and at the point it doesn`t increase anymore stop. you should just bore out your two-stroker and make sure to change the chrome reed valves they need the valvation to work with the water
